About This Report

Abstract:

The electricity crisis will take a big toll on activity in the second quarter this year as the government has implemented a two-day working week for the public sector and four hours of daily electricity rationing nationwide. Domestic demand will be weaker than expected during Q2 but this will be offset by deeper reductions in imports. As a result we have left our GDP forecast for 2016 unchanged at -7.7%, albeit downside risks abound. We now see imports in US$ terms falling by 39% in 2016 as a whole, whereas last month we estimated a 29% drop. On the one hand, this will continue to aggravate the scarcity of basic goods and medicines in the country as well as further inflame the political situation, but on the other hand it will significantly improve the current account position and the capacity to pay PDVSAs debt maturities later this year. With no collective action clauses on its bonds and as a non-sovereign corporation with valuable assets abroad, PDVSA is extremely vulnerable to creditors retaliation and thus the costs of defaulting outweigh the benefits.
