Abstract:

With no meaningful agreement on a new production strategy expected at the informal OPEC meeting in late September, we see the UAEs oil output stable and close to capacity over coming months, implying hydrocarbon sector growth of just 1% this year. Indicators of non-oil activity, meanwhile, have been mildly positive, despite the large ongoing fiscal adjustment needed to rein in the fiscal deficit forecast at 6.9% of GDP in 2016: the PMI fell back slightly in August but at 54.7 was still above the no change mark; falls in Dubai house prices have continued to moderate; tourism figures are still reporting growth; and private deposit growth was up 5.2% y/y in July signalling some easing in tightening liquidity conditions. Overall, we forecast non-oil growth of 2.9% in 2016, leaving total GDP growth at 2.3% with the prospect of an improvement over the medium term as oil prices gradually rise and spending related to the Dubai Expo 2020 is ramped up.
