Abstract:

The UAEs Aa2 credit rating has been put on review for downgrade by Moodys, along with other oil producing countries. The review is expected within the next two months and reflects the low oil price outlook and relatively large fiscal deficit, which we expect to reach 8.5% of GDP this year. Latest data showed the non-oil PMI rising slightly in March, but remaining well down from its mid-2014 peak. The financial sector continues to show signs of strain, with private sector deposit growth slowing to just 0.3% y/y in February and banks agreeing to allow troubled SMEs to restructure debt payments in light of slow progress on a proposed insolvency law. We see non-oil growth slowing to just 2.9% this year as low oil prices continue to weigh on confidence and liquidity levels and as government spending is rationalised. With oil production broadly unchanged due to OPEC policy and capacity constraints, overall GDP growth is forecast to slow to just 2.3% in 2016, with only a modest improvement in 2017.
