About This Report

Abstract:

There have been further signs of weakness in the non-oil sector at the start of 2016. The PMI fell to a near four-year low of 52.7 in January, as low oil prices weighed on consumer and business sentiment. The stock market has fallen 3.6% since the start of the year and a slowdown in project spending is being observed, with the national rail developer Etihad Rail suspending the tendering process at the second stage of the project. Amid a slowdown in regional trade and capital flows, tighter liquidity and moderate (by regional standards) fiscal consolidation, non-oil growth is now expected to slow to 3.2% this year. Meanwhile, despite low oil prices, oil output remains elevated at around 3mbpd. And with little sign of a meaningful change in OPEC policy, we anticipate hydrocarbon sector growth of just 1% this year, leading to total GDP growth of 2.5%.
