About This Report

Abstract:

There are further signs of weakness in the oil sector, and Brent crude prices are now forecast to average $39 pb for 2016 as a whole. However, no change in policy was announced at OPECs meeting in December which points to oil output in the UAE remaining elevated and close to the 3mbpd recorded in November. Hydrocarbon sector growth is seen at just 1% in 2016, unchanged from last year. Meanwhile, the non-oil economy has shown further signs of slowing, with the PMI falling to its weakest in over three years in December. The central bank also raised interest rates by 0.25% to 1.25% following the rate hike by the US Fed. This will add to already visible liquidity pressures in the financial system, with credit and deposit growth both having slowed sharply and the Dubai stock market now down 18% y/y. The combination of oil sector weakness, a slowdown in regional trade and capital flows, tighter liquidity and moderate (by regional standards) fiscal consolidation will see non-oil growth slow to 3.4% in 2016 from an estimated 3.5% in 2015. But non-oil growth will pick up to 4.5% on average in 2017-19 reflecting a modest climb in oil prices, the UAEs relatively high degree of economic diversification and fresh spending on infrastructure ahead of the 2020 World Expo.
