Abstract:

South Africa clung onto its investment-grade credit rating in recent weeks following the eagerly-awaited rating reviews by S&P, Fitch Ratings and Moody's. However, all three agencies currently have a negative outlook attached to their ratings, reflecting poor economic growth prospects, piece-meal implementation of much-needed structural reform and significant political risk. Underscoring the continued risk that the credit rating could be lowered to 'junk' status, economic growth came to a near-standstill in Q3 2016 following a strong rebound in Q2. We expect GDP growth of just 0.4% this year. Nevertheless, as well as the reprieve from the rating agencies, there were some positive developments in the economy over the past month. The composite leading indicator and expected business conditions in the manufacturing sector improved, good rainfalls have alleviated the worst drought on record, and the near-term outlook for ZAR has improved.
