Abstract:

High frequency data for July confirmed a very sluggish economy, with point of sales transactions and new letters of credit falling sharply and private sector lending growth slowing to a 9-month low of 7.3% y/y. On the other hand, Augusts PMI hit a 12-month high of 56.6 suggesting the economy may be stabilising after the sharp slowdown. Given the latest data and the expected cumulative impact of lower oil prices and fiscal consolidation, we see non-oil GDP growth slowing to just 0.7% in 2016. Meanwhile, crude oil output has been ramped up this summer more markedly than in the past to meet local demand as temperatures hit record levels while also maintaining market share. Despite the expectations and statements, we do not see a meaningful agreement at the informal OPEC meeting later this month, as Saudi objectives of rebalancing the market are being met, while any rapid increase in oil prices would trigger a response from US shale producers. With hydrocarbon sector output rising 1.8%, we see overall GDP growth of just 1.2% this year and similar for 2017.
