Abstract:

The government's post-oil plan Vision 2030 has been launched by the powerful deputy crown prince Mohammad bin Salman. It envisages diversification to enable the Kingdom to survive without oil in 15 years, including plans to sell off up to 5% of giant state oil producer Saudi Aramco. The plan is ambitious given the immense economic, political, social, and institutional hurdles, and also given the prospect of sustained relatively low oil prices. But we expect some faster progress than in the past due to the increased urgency and apparent political support. Recent high frequency data including the PMI, point-of-sales transactions and monetary aggregates all suggest that economic activity remains weak as the government's fiscal adjustment gathers pace. We expect non-oil growth at just 1% this year its lowest since 1987 recovering only slightly to 1.5% in 2017. With no change expected in oil market policy, hydrocarbon sector growth will be lower still, limiting overall GDP growth to just 0.8% this year and 1.1% next.
