Abstract:

The economy performed poorly at the start of the year, with GDP growth contracting by 0.4% year-on-year in Q1. Economic activity has been undermined by the adverse effects of tight forex liquidity conditions and the delay in the passing of an expansionary fiscal budget. In response to the former, the central bank has announced that it will implement what seems to be a dual exchange rate system, with critical imports still being priced at the current pegged rate of NGN197 per US$, but with more flexibility allowed in the interbank market. The CBNs recent decision on the NGN is a step in the right direction and should serve to ease forex pressures to some extent. This, in addition to fiscal spending being ramped up, should place the economy on a firmer footing in H2. Nonetheless, the risk of the economy falling into recession in H1 has increased sharply, a situation exacerbated by a marked decline in oil output caused by security threats in the Delta region. We have revised our 2016 GDP growth projection down to 1.2%, compared to 2.8% previously.
