Abstract:

Despite the best attempts by hardliners to restrict the power of moderates and centrist President Rouhani, the latter enjoyed much success at recent elections, the people rewarding them for the nuclear agreement in return for sanctions relief, and the prospect of more rapid economic growth. Freed of sanctions, oil output has increased by 0.6m b/d to 3.56m b/d in April, while all-important oil exports have risen back close to pre-sanctions levels. We forecast that production will hit 4m b/d by December, with little near-term prospect of OPEC getting together to restrict production. This will provide the underpinning for a sharp improvement in GDP growth from a weak oil price-induced 0.7% in 2015/16 to 4.3% in 2016/17.Notwithstanding the prospect of improved policy-making, however, the outlook for increased FDI and greater openness to the rest of the world is restricted by ultimate power still residing with Supreme Leader Khamenei, the judiciary and the Islamic Revolutionary Guard Corps which has extensive domestic business interests.
