About This Report

Abstract:

GDP growth rose to 2.9% in Q4, giving full-year 2015 expansion of 2.8%. The pace may slow slightly in 2016 but is then seen rising to about 4.7% a year in 2017-18 as stronger net exports and investment offset the restraint from tighter fiscal policy. The external deficit will start to narrow from over 12% of GDP last year as exports to the EU begin to fill the gap left by blockage of main Russian markets, while medium-term investment growth is underpinned by strategic positioning for rising east-west trade and the re-opening of Iran. The wide external deficit makes a pick-up in growth dependent on FDI inflows, which the government aims to promote through ongoing deregulation and low taxation, alongside strategic projects to promote the 'New Silk Road' linking Europe and China. Better export opportunities, to central Asia, Turkey and Iran, as well as the EU, will promote FDI provided business-environment improvement is sustained. However, capital inflow is still at risk from uncertain relations with Russia, and from internal political divisions as opposition groups seek revival against an inexperienced ruling party. The surprise change of premiers at end-2015 highlights potential policy risks.
