Abstract:

The political and security situation has remained difficult. Insurgent attacks have continued, including in Kabul, and the Taliban have made substantial military gains in parts of southern Afghanistan in recent months. At the same time, ISIS has come from Pakistan and overrun areas in the Eastern provinces, taking advantage of the huge vacuum left following the withdrawal of US and NATO troops towards the end of 2014.Given the poor political and security outlook, economic confidence has been hit and the policy and reform process has slowed, with growth staying weak and both unemployment and poverty deteriorating. GDP is estimated to have risen by just 2% in 2015 after 2.1% in 2014, with a forecast of 2.5% in 2016. We currently expect a pick-up in growth to 4% pa in 2017-19 but this is predicated on some improvement in the political and security situation, as well as continued reform and donor support, and clearly this medium-term forecast is subject to especially large downside risks.
