Abstract:

We have revised our full-year construction sector growth forecast downward for ----, from -.- in Q- to -.- in Q-, to reflect recently released official data indicating underperformance in Q- ----. Our long term outlook is more bearish, as we have downgraded our average five year growth forecast to -.- from -.- last quarter. ...Our long term outlook is more bearish, as we have downgraded our average five year growth forecast to -.- from -.- last quarter. Spain s acting Prime Minister Mariano Rajoy failed on August -- to carry a confidence vote in the Spanish parliament, precluding his People s Party (PP) from forming a government in the wake of inconclusive elections in June and prolonging Spain s political deadlock. Should the various parties fail to broker an agreement in the next two months, new elections will be held on December --, ----, which would delay the passing of the ---- budget and further impede the allocation of state funding to infrastructure projects. ...The Commission has subsequently mandated that Spain reduce its deficit to -.- of GDP in ----, -.- in ----, and -.- in ----. It is our view that Spain will fall short of these targets in ---- and ----, potentially straining its relationship with the EU and imperilling crucially important structural funding inflows for infrastructure projects.

...We have downgraded our growth forecast for ---- and ---- to -.- and -.- , respectively, to reflect the effects of Spain s ongoing political deadlock on investor sentiment and public fund disbursement for infrastructure projects. We expect rail infrastructure, which dominates Spain s project pipeline and encompasses what is already the second largest high speed rail network in the world, to continue its outperformance over the next two years, as the sector will to benefit from elevated levels of government support and EU funding. ...We have downgraded our growth forecast for ---- and ---- to -.- and -.- , respectively, to reflect the effects of Spain s ongoing political deadlock on investor sentiment and public fund disbursement for infrastructure projects. The government of the Spanish province of Gipuzkoa has opened the tender process for the Zubieta waste-to-energy plant. The winning team will build, finance, operate and maintain the Basque Country plant, which is expected to entail an investment of EUR---.-mn (USD---mn). The public-private partnership (PPP) concession contract will be awarded for a period of -- years, with construction scheduled to begin by January ----.

...Corruption is prevalent in the construction sector, especially for public works projects. The country scores just six out of -- for corruption, below average for developed countries. ...
