NEW YORK (Standard&Poor's) March 6, 2014--Standard&Poor's Ratings Services assigned its 'A-' long-term rating to Woonsocket, R.I.'s 2014 Rhode Island Clean Water Finance Agency (RICWFA) loan issued for the city's wastewater system. The outlook is stable. "In our view, the system's relative stable and diverse customer base is a credit strength," said Standard&Poor's credit analyst Joseph Pezzimenti. The rating also reflects our assessment of the system's: Affordable rates relative to service area wealth levels and automatic annual rate increases that we expect will allow the system to maintain adequate total debt service coverage (DSC; Standard&Poor's calculated),while addressing increasing debt service requirements; and Recent improvement in liquidity position to a level that we consider
