...CHICAGO (S&P Global Ratings) Jan. 15, 2019--S&P Global Ratings has affirmed its '##-' long-term rating on Wisconsin's series 2003A, 2008B, 2008C, 2012A, and 2016A general fund annual appropriations bonds issued pursuant to a 2003 indenture following an amendment that would allow the state, on meeting certain conditions, to eliminate a $32.9 million. The stabilization fund was established on the issuance of the state's series 2003A bonds to address unhedged variable-rate obligations. Given the state's reduced unhedged variable-rate debt exposure (currently $8 million) and strong liquidity position, we have affirmed the rating. At the same time, S&P Global Ratings affirmed its '##' long-term ratings and underlying ratings (SPURs) on the state's existing general obligation (GO) bonds, its '##-' ratings on Wisconsin's appropriation-backed debt outstanding, and its 'A+' ratings on bonds backed by the state's moral obligation pledge, as well as its 'A' rating on a local authority's stadium bonds...
