Standard&Poor's Ratings Services assigned its 'AAA' rating, and stable outlook, to West Hartford, Conn.'s series 2004A GO bonds. The rating reflects the town's: Affluent and stable residential property tax base, which is within the Hartford MSA; Well above-average wealth and income levels; Historically sound financial performance and conservative long-term planning; and Low debt burden with manageable future capital needs. The town's full faith and credit GO pledge secures the bonds. The town will use bond proceeds to fund roughly $7 million of general capital improvements and $17 million for school improvements, including the construction of a middle school.
