SAN FRANCISCO (Standard&Poor's CreditWire) July 25, 2000--Standard&Poor's today assigned its 'SP-1'-plus rating to West Contra Costa Unified School District, Calif.'s $25 million 2000-2001 TRANs due Aug 8, 2001. The notes are scheduled to sell July 26, 2000. The rating reflects: -- The district's pledge of unrestricted taxes, revenues, and other monies attributable to fiscal 2001; -- The district's early set aside of TRAN repayment amounts; and -- Strong coverage of the TRAN repayment amount by projected available net general fund cash balances at fiscal year-end 2001. The district has pledged to set aside repayment amounts equal to 50% of the principal amount of the notes in January 2001, 50% in May 2001, and an amount equal
