NEW YORK (Standard&Poor's) Oct. 26, 2007--Standard&Poor's Ratings Services revised its rating outlook on Kentucky Asset/Liability Commission's bonds, issued for University of Kentucky, to positive from stable, reflecting Standard&Poor's expectation that the university will continue to have strong financial performance, stable to increasing state support, good liquidity levels, low debt levels, and continued success with both awarded research funding and fundraising. At the same time, Standard&Poor's assigned its 'AA-' long-term rating to the commission's series 2007B general receipts project notes, issued for the university; and affirmed its 'AA-' underlying rating (SPUR) on the university's outstanding debt. "We could raise our rating on the university's debt if it successfully completes the hospital expansion project
