NEW YORK (Standard&Poor's) April 11, 2008--Standard&Poor's Ratings Services today raised to 'A+' from 'A' its underlying rating (SPUR) on Trinity River Authority, Texas' outstanding revenue debt, issued for Red Oak Creek System, a regional wastewater treatment system. The outlook is stable. We also assigned an 'A+' rating to the series 2008 revenue bonds series 2008. "The upgrade is based on the improving creditworthiness and financial stability of the member cities' utility systems and the soundness of their service area economies and utility operations," said Standard&Poor's credit analyst Edward McGlade. In general, the water and sewer systems of these cities collectively exhibit: -- Revenue streams that provide adequate debt service coverage; -- Low treatment rates;
