Abstract:

The Public Utilities Commission (PUC) of Colorado recently authorized Xcel Energy Inc.?s subsidiary Public Service Co. of Colorado (PSCo) a $115 million rate increase, or about 67% of the company?s $171 million request. The increase was based on a historical average rate base for a test year ended Dec. 31, 2023. The PUC also ordered PSCo to file a proceeding within nine months of its recent order to allow stakeholders to examine its gas system expansion policies, expressing concerns with the company?s elevated capital spending amid the PUC?s expectation of lower volumetric sales due to electrification. The PUC and intervenors are scrutinizing PSCo?s spending more given the state?s ongoing interest in electrification. In its recommendation, the PUC staff had proposed
