This report does not constitute a rating action. On April 7, 2025, Kansas Governor Laura Kelly signed House Bill 2107 (HB2107) that addresses wildfires caused by electric utilities. The law requires the Kansas Corporation Commission (KCC) to convene a workshop to assess wildfire risk and mitigation no later than July 31, 2026. The workshop will include discussions including general wildfire risk in the state, risk mitigation strategies, utility readiness to mitigate wildfire risk, and rate recover mechanisms for wildfire mitigation cost. In addition, the law caps punitive damages from wildfires caused by electric utilities at $5 million per claim.
