At the same time, S&P Global Ratings affirmed its '##+' rating on the city's previously issued GO debt. The outlook on all ratings is stable. The city's GO and full-faith-and-credit pledge, which benefits from an unlimited ad valorem tax, secures the 2019A bonds. The bonds will finance street reconstruction projects throughout the city. White Bear Lake benefits from its location in the Minneapolis-St. Paul metropolitan statistical area (MSA), which has continued to see very strong economic growth.
