Abstract:

The 'A' rating on Westfield Public Library Leasing Corp., Ind.'s series 2003 first mortgage refunding bonds, issued for the Westfield-Washington Public Library District, reflects: Participation in the Indianapolis MSA and location in Hamilton County, Above-average wealth and income levels, Strong tax base growth, and Balanced financial operations with satisfactory reserves. An offsetting factor is the district's high overall debt burden, offset by limited capital needs. The bonds are secured by lease rental payments from Westfield-Washington Public Library District, which is required to levy property taxes sufficient to make the rental payments. Westfield-Washington Public Library District is in the town of Westfield and Washington Township, about 25 miles north of Indianapolis. The district is directly north of the city of Carmel
