Standard&Poor's Ratings Services assigned its 'AAA' long-term rating to West Des Moines, Iowa's series 2011A general obligation (GO) bonds and series 2011B GO refunding capital loan notes. At the same time, we affirmed our 'AAA' long-term rating and underlying rating (SPUR) on the city's debt outstanding and our 'AAA' issuer credit rating (ICR) on the city. The outlook is stable. The ratings reflect our view of the city's: Status as an employment and residential center for the entire Des Moines metropolitan area; Access to the large and diverse Des Moines area economy; Economic indicators that compare favorably with state and national averages; and Historically strong financial position, with conservative management.
