Standard&Poor's Ratings Services affirmed its 'AA+' rating, with a stable outlook, on The Indianapolis Local Public Improvement Bond Bank, Ind.'s storm water system senior-lien revenue bonds, series 2006D, issued for Indianapolis, reflecting our assessment of the system's: Strong service area economy; Strong financial performance; High system liquidity, although the fund is part of the general fund and not a separate fund; and Manageable capital improvement plan that will be funded primarily through this bond issuance. The bonds are secured by a senior lien on the gross revenues of the system after operations and maintenance. The rate covenant and additional bonds test are both set at 1.25x annual debt service.
