Standard&Poor's Ratings Services has assigned its 'AA+' rating, with a stable outlook, to The Indianapolis Local Public Improvement Bond Bank, Ind.'s 2013D refunding bonds. At the same time, Standard&Poor's affirmed its 'AA+' rating, with a stable outlook, on the Bond Bank's storm water system senior-lien revenue bonds, series 2006D, issued for Indianapolis, Ind. The rating reflects our assessment of the system's: Strong service area economy; Strong financial performance; and High system liquidity, although the storm water fund is a sub-fund of the general fund and not a separate fund. The only transfers out of the fund are for debt service or for system capital needs. Funds may not be lent or used by other departments of
