We also affirmed our '##+' long-term rating on the state's approximately $6.96 billion of GO debt outstanding, its '##' rating on the state's appropriation-secured debt, and its '##-' rating on the state's moral obligation debt. We also affirmed our 'A+' rating on the Wisconsin Center District appropriation bonds (Milwaukee Arena Project). The outlook on all long-term ratings is stable.
