Standard&Poor's Ratings Services has assigned its 'AA-' rating to Rhode Island Health and Educational Building Corp.'s series 2009C pooled issue, reflecting the credit quality of the two borrowers who will make payments under the financing agreements that secure the bonds: Narragansett, RI (AA-/Stable) and Scituate, RI (AA-/Stable). This rating is based on Standard&Poor's long-term municipal pool criteria and due to the small number of participants and the lack of a step-up provision, the rating is based on the credit quality of the weakest participant. The general creditworthiness of Narragansett and Scituate includes our assessment of the following factors: Very high income levels and property wealth; Good financial positions; and Low debt ratios.
