Standard&Poor's Ratings Services affirmed its 'A+' rating to Orange County, Fla.'s solid waste facility refunding revenue bonds, series 2003, reflecting the following factors: The system's ability to provide long-term disposal capacity; A growing, tourism-related economic base; Strong finances; and Competitive tipping fees, which are expected to remain competitive despite a substantial capital improvement plan (CIP). The county provides solid waste disposal through the operation of a landfill with an anticipated life of about 25 years. The service area has experienced rapid growth in recent years (32% population growth 1990-2000).
