Standard&Poor's Ratings Services affirmed its 'A+' rating and stable outlook on the New York State Dormitory Authority's master BOCES program lease revenue bonds series 2002, issued on behalf of the Madison and Oneida (MO) Board of Cooperative Educational Services (BOCES). There is a lease agreement between the authority and the BOCES securing the bond issue. The lease is triple-net, with the BOCES responsible for all utilities, taxes, governmental charges, and operations and maintenance. The lease is a general obligation of the BOCES and is not subject to annual appropriation or abatement for any reason.
