Abstract:

Standard&Poor's Ratings Services raised its rating to 'A' from 'A-' on Monroe, La.'s sales tax increment revenue debt issued for the Garrett Road Economic Development Area (the district). The upgrade is based on the district's 3.7x maximum annual debt service (MADS) coverage based on fiscal 2012 pledged revenues and the likelihood that it will remain high given the city's limited debt plans. The upgrade also reflects the ability of the development area to withstand the loss of the top 10 sales tax payers and still meet MADS. The outlook is stable.
