Standard&Poor's Ratings Services assigned its 'AAA' rating to Monmouth County, N.J.'s series 2015 general obligation (GO) bonds, consisting of general improvement, reclamation center utility, open space, vocational school, and county college bonds. We also affirmed our 'AAA' rating on the county's existing GO debt. The outlook is stable. Standard&Poor's also assigned its 'AAA' rating to the Monmouth County Improvement Authority's series 2015 governmental-pooled loan revenue bonds, supported by the county. The outlook is stable. The county's unconditional and irrevocable GO guarantee ultimately secures the authority's bonds. Officials intend to use series 2015 governmental-pooled loan bond proceeds to make loans to certain municipality in the county to refinance bond anticipation notes (BANs) and finance various capital improvements.
