Standard&Poor's Ratings Services affirmed its 'A-' underlying rating (SPUR) on Missouri Southern State University's outstanding series 2008 revenue bonds. In accordance with our criteria for government-related entities (GREs), our view of a "low" likelihood of extraordinary government support is based on our assessment of the university's "limited" link with the state of Missouri (AAA/Stable) given the state's history of ongoing operating support, its ability to appoint the governing board, and its ability to provide additional funding as needed (subject to legislative approval). In addition, the university plays a role of "limited importance" in the state's economy compared to that of other GREs, given its position in as a regional provider of higher-education services and the related economic development
