S&P Global Ratings assigned its 'AA+' rating to the State of Minnesota's approximately $55 million state general fund various purpose appropriation bonds (taxable), series 2021A. The outlook is stable. The 2021A series bonds are being issued to finance public infrastructure projects pursuant to Minnesota Statutes, Sections 16A.968 (the Duluth Public Infrastructure Act), 16A.963 (the EV Infrastructure Act), 16A.964 (the Public TV Equipment Act), and 16A.966 (the Environmental Response Act). These projects include construction projects within the Duluth Regional Exchange District, acquiring and installing electric vehicle charging infrastructure on state-owned property, acquiring and installing capital equipment for public television stations, and removal and remedial actions to address risks to human health and the environment at four contaminated sites.
