Abstract:

Standard&Poor's Ratings Services raised its rating on Minneapolis (Allina Hospital and Clinics), Minn.'s health care system variable rate demand revenue bonds series 2007C-1 and 2007C-2 to 'AAA/A-1+' from AA+/Watch Dev/A-1+ based on the application of Standard&Poor's low correlation joint criteria with a letter of credit from Wells Fargo Bank (AA/A-1+) and Allina Hospital and Clinics (A). Previously, obligors had the option of requesting a Standard&Poor's underlying rating (SPUR) when a bond rating was based on an LOC, however, SPURs are only applied when the bonds are eligible for joint support criteria and in such cases joint support ratings will now be applied (see "S&P Addresses Application Of SPURs On LOC-Backed Issues", RatingsDirect, Oct. 13,
