Abstract:

Standard&Poor's Ratings Services assigned its 'A+' rating to  Cascade School District No. 5 (Marion County), Ore.'s series 2009 full faith and credit qualified zone academy bonds (QZABs). These instruments provide a tax credit to investors in lieu of a regular interest coupon, thereby providing for a federal subsidy to the district for the cost of this debt. Standard&Poor's credit ratings do not address the tax credit component of this issue. At the same time, Standard&Poor's affirmed its 'AA' underlying rating (SPUR) on the district's outstanding GO bonds. The 'AA' enhanced rating reflects the district's eligibility for, and participation in, the Oregon School Bond Guaranty Program and is equivalent to the state's GO rating (AA/Stable). The
