S&P Global Ratings assigned its 'AA+' long-term rating to Lawrence County R-V School District (Mt. Vernon), Mo.'s series 2017 general obligation (GO) refunding bonds. S&P Global Ratings also affirmed its 'AA+' long-term rating on the district's outstanding bonds. The outlook is stable. The bond proceeds will advance crossover refund the district's series 2013 GO bonds for interest cost savings. Although the financing is an advance crossover, the district's intercepts are scheduled to cover debt service through the crossover period so that there is no reliance on the escrow. In 1995, the Missouri Legislature adopted Senate Bill 301, which established a program to assist Missouri school districts with their financing needs.
