Standard&Poor's Ratings Services assigned its 'A+' long-term rating, and stable outlook, to Hutchins, Texas' series 2010 combination tax and revenue certificates of obligation and affirmed its 'A+' underlying rating (SPUR), with a stable outlook, on the city's general obligation (GO) debt. The rating reflects our view of the city's: Inclusion in the diverse Dallas-Fort Worth metropolitan statistical area; Historically sound fiscal position, including the maintenance of strong reserves; and Moderate per capita debt levels with limited additional capital needs. The city's below-average income levels, evidenced by median household and per capita effective buying income indicators, and lack of formalized policies in many key areas somewhat offset these strengths.
