The upgrade reflects the center's: Dominant market position; Consistently solid operating results, which generate strong debt service coverage; and Strong and improving liquidity position. Offsetting factors include declining admissions, a shallow economic base, and a small medical staff. The bonds are secured by a gross revenue pledge and a mortgage on the facilities.
