Abstract:

Despite Ghana's stable political situation, its public finances remain fragile, highlighting institutional shortcomings. Ghana is one of Africa's most established democracies and has a track record of peaceful transitions of power spanning almost three decades. Nevertheless, election-related and other fiscal pressures have historically put pressure on public finances. The economy is reasonably well diversified, aided by the new oil sector, and economic growth is above that of several peers. Ghana is working to improve its control over expenditure and its revenue performance, but pressures remain. Ghana's public finances remain a concern from both a stock and flow perspective and the government has limited room for manoeuver.
