S&P Global Ratings affirmed its 'A' issuer credit rating on East Kentucky Power Cooperative Inc. (EKPC). The outlook is stable. The rating reflects favorable regulatory support of this rate-regulated generation and transmission (G&T) cooperative electric utility. Regulatory support includes a formulaic monthly fuel adjustment clause and an environmental remediation cost surcharge. Rate decisions and adjustment mechanisms yielded fixed charge coverage (FCC) of about 1.35x in 2018-2019. Long-term contracts with 16 member distribution cooperatives extend through 2050 and members account for about 95% of revenues. Member distribution cooperatives serve more than 545,000 retail customers in 87 of Kentucky's 120 counties. The members derive two-thirds of their revenues from residential customers.
