Abstract:

S&P Global Ratings lowered its short-term rating component on Colorado Springs, Colo.'s series 2009C variable-rate demand utilities system refunding revenue bonds to 'AA/A-1' from 'AA/A-1+'. The stable outlook is solely applicable to the long-term component of the rating. This rating action reflects our assessment of the new enhancement for the bonds in the form of a standby letter of credit (LOC) from Sumitomo Mitsui Banking Corp., substituting for a prior standby-bond-purchase agreement provided by Royal Bank of Canada. The long-term component of the rating continues to reflect our view of Colorado Springs' credit characteristics. The short-term component of the rating reflects our assessment of the new standby LOC provided by Sumitomo Mitsui Banking Corp. The new standby LOC will cover
