The rating reflects the city's: Growing customer base and the system's continued willingness to increase rates, as necessary, to adequately fund an escalating liability associated with Joe Pool Lake; Inclusion in the diverse Dallas-Fort Worth MSA economy; and Strong debt service coverage (DSC) and healthy system liquidity. These factors are offset, in part, by the system's: High combined water and sewer rates, and Potential to issue additional debt due to growth-related capital needs.
