Standard&Poor's Ratings Services assigned its 'A' rating to Bissonnet Municipal Utility District (MUD), Texas' series 2015 unlimited-tax bonds and affirmed its 'A' underlying rating (SPUR) on the district's existing general obligation (GO) debt. The outlook is stable. The rating reflects our view of the district's: Access to Houston's deep economic base; Built-out status of infrastructure development, limiting any significant debt-supported capital needs; and Very low direct property tax rate. The rating is constrained by our opinion of the district's: Adequate financial position; and Moderately high overall debt burden. An unlimited ad valorem tax levied on all taxable property in the district secures the bonds. Bond proceeds will be used to refund a portion of the district's outstanding debt
