Standard&Poor's Ratings Services has assigned its 'A-' long-term rating to the City of Atlanta, Ga.'s series 2005A and 2005B (Eastside project) tax allocation bonds, reflecting our opinion of: A primarily commercial 890-acre tax allocation district (TAD) that is located within the eastern side of Downtown Atlanta; Strong maximum annual debt service (MADS) coverage of 3.0x based on fiscal 2010 tax increment revenues; and A strong additional bonds test (ABT), requiring 1.5x MADS coverage based on the previous fiscal year's collected tax increment revenues with no allowances for projected future growth. The rating is offset by the district's: Weakened local commercial real estate base, with rising vacancy rates and decreasing rental rates; Tax roll that has not been certified
