...April 28, 2021 CHICAGO (S&P Global Ratings) April 28, 2021--S&P Global Ratings revised its outlook to stable from negative and affirmed its '##' rating on Sioux City, Iowa's existing general obligation (GO) debt. At the same time, we assigned our '##' rating to the city's series 2021A GO bonds and series 2021B taxable GO bonds. "We revised the outlook to stable due to the city's strong economic and financial performance throughout the COVID-19 pandemic period and despite the related recessionary pressure," said S&P Global Ratings credit analyst Blake Yocom. The rating and stable outlook reflect the city's maintenance of very strong budgetary flexibility and liquidity supported by very strong management. The latter continues to outperform the budget through what we view as conservative budgeting practices, supported by prudent policies.
