SAN FRANCISCO (Standard&Poor's) Sept. 11, 2009--Standard&Poor's Ratings Services assigned its 'AA-' long-term rating and a stable outlook to the City and County of San Francisco, Calif.'s series 2009C and 2009D certificates of participation. At the same time, Standard&Poor's affirmed its 'AA-' long-term and underlying ratings (SPUR) on the city's outstanding debt. "The ratings reflect our view of the city's central role in the dynamic San Francisco Bay Area, as well as its ability and willingness to adjust its spending as revenues have declined due to the slumping economy," said Standard&Poor's credit analyst Misty Newland.
