At the same time, S&P Global Ratings affirmed its '##' long-term rating and underlying rating (SPUR) on the city's electric and gas systems' senior-lien debt, and its '##-' long-term rating on the electric and gas systems' junior-lien debt outstanding. The outlook on the ratings is stable. The City Public Service Board of San Antonio, or CPS Energy, manages and operates the city's electric and gas systems.
