NY -- Standard&Poor's CreditWire 10/24/97 -- Standard&Poor's today affirmed its triple-'B'-minus rating on Connecticut Health&Education Facilities Authority's $73.6 bonds series 1992D, issued for the University of Hartford, Conn. The rating affirmation reflects: --ýA five-year trend of increasing full-time undergraduate enrollments; -- Significant reduction in operating deficits and curtailment of endowment drawdowns to cover these shortages; and -- The adoption of a comprehensive strategic plan resulting in staff reductions, cost cutting, and a first-time budget contingency of over $2 million.
