S&P Global Ratings assigned its 'AAA' long-term rating to Woodbury , Minn.'s $16.175 million series 2025A general obligation (GO) bonds. At the same time, we affirmed our 'AAA' rating on the city's existing GO bonds. The outlook is stable. The rating is based on the application of our " Methodology For Rating U.S. Governments ," published Sept. 9, 2024, on RatingsDirect. The series 2025A bonds are secured by a pledge of the city's full faith and credit and power to levy ad valorem taxes without limitation as to rate or amount. The city plans to pay the debt service on the street improvement portion of the bonds from a combination of special assessments levied against properties benefiting from financed improvements
